The problem is not limited to wheat. Similar TRQ systems exist for corn, rice, and sugar. The lack of transparency in quota administration—including late notifications, changes in eligibility criteria, and arbitrary rejections—has long been flagged by U.S. trade officials as a major barrier to market access. For policymakers and analysts engaged in trade policy analysis, the post-2018 era offers a cautionary lesson: headline tariffs may grab attention, but the real and lasting damage often lies in the non-tariff measures that survive long after tariffs have been reduced. Farmers now face a world in which market access is not just a matter of tariff rates, but of complex regulatory systems, opaque quota allocations, and shifting political will.
The ultimate question is whether the WTO can evolve to better discipline these barriers. The organization’s Dispute Settlement Body has the legal tools, but enforcement remains weak, and major economies increasingly resort to retaliatory actions outside the multilateral framework. For U.S. agriculture, the new normal may be one of persistent uncertainty—a reality that will require farmers, traders, and policymakers to adapt to a more fragmented global trade environment.
